On April 13th, the Quebec government introduced Bill 128, which includes province-wide Breed-Specific Legislation (BSL), even though it is now well established that BSL is costly, unfair, and ineffective in reducing the risk or severity of dog bites.
By including BSL in its strategy to address dangerous dogs, the provincial government has chosen to move forward with proven-to-fail measures that fly in the face of scientific evidence and expert opinion. (Learn more about our evidence-based solution.)
Shelters across our province will be forced to put to death tens of thousands of adoptable dogs and puppies, regardless of their health or behaviour.
Why?
As dogs will continue to be abandoned and puppies will continue being born, the ‘grandfather clause’ in Bill 128 would not protect the thousands of innocent lives entering the shelter system day after day, and year after year.
For now, Bill 128 targets American Staffordshire Terriers, Staffordshire Bull Terriers, American Pit Bull Terriers, Rottweilers, and any dog resulting from a mix of these breeds. But it also gives the government the ability to, unilaterally and on a whim, add other breeds to this list.
